The little girl was shot in the head and killed instantly when a stray bullet ripped through her bedroom wall early Tuesday morning at The Oaks on South Broadway.
"They took her from me and it's not fair," said Moore, clutching a picture of Kimbra with a wide, toothy smile.
Moore said her other children, ages 6 and 4, don't quite understand what's happened. Her son, William, wonders who will protect him now when he gets picked on at school.
Wichita Police arrested the 24-year-old who allegedly fire the shots. They say he was trying to hit someone driving away in a stolen car.
Instead three stray bullets entered a pair of nearby mobile homes. One bullet killed Kimbra, another grazed the head of Kimberly McDonough in a different unit.
A 28-year-old woman has also been arrested on suspicion of helping the shooter.
No formal charges have been filed in the case. Police have recovered the stolen car, but are still looking for the person who was driving it.
Moore's funeral is scheduled for Friday at the Lighthouse Community Church. The church is accepting donations for the family until a formal memorial can be set up.
