Riverfest announces its 2023 Admiral Windwagon Smith

WICHITA, Kan. (KWCH) - Dr. Kaye Monk Morgan will serve as the Wichita Riverfest’s Admiral XLIX.

A pep rally was held Wednesday afternoon at North High School to announce the festival’s newest titleholder.

Morgan is the President and CEO of the Kansas Leadership Center and graduated from North. She becomes the first Black woman to hold the title.

Morgan said being named the 49th Admiral Windwagon Smith is another act of service for the community she loves.
